Clearfield Emulsion Facility
Whitaker Roads Corporation is a wholly-owned subsidiary of HRI, Inc. The Clearfield Emulsion Facility was built in the 1970s, and was previously operated by Alley Cat Corp., Asphalt Applications, Inc., and IA Construction. The facility’s production capacity exceeds five million gallons of finished product per year. An onsite laboratory capable of testing all products ensures compliance with required specifications.
Whitaker also maintains a full fleet of asphalt and emulsion transports, and provides asphalt distribution services for delivery and application of all products for private, PennDOT, and municipal projects. Whitaker’s experienced estimators and engineers are available to advise and recommend solutions to all types of construction situations.

The above products produced are PennDOT certified. Specialty blending is also available on a job by job basis. Whitaker Roads Corporation is also marketing and using new products such as FiberMat A, Fibermat B, FasTack, and Solventless Dust Palliatives. To see

Operating Hours:
This location generally operates from April to November.
Plant Hours: 7:00 AM – 5:00 PM
Loading and unloading is available 24 hours a day.
